Re-polling demanded

ITANAGAR, Apr 16: Alleging total booth capturing, EVM destruction and other irregularities like closing of polling before scheduled closing time at 14-Rikung Polling station of Bameng Assembly constituency, the East Kameng district Bharatiya Janata Party (BJP) has demanded the Deputy Commissioner cum DEO of East Kameng District to hold re-polling in the polling station.

 

Punish attackers, ACS asks DGP

ITANAGAR, Apr 16: Claiming that one Nguri Khusal of Kimin was brutally attacked without any provocation by a group of people on April 6 last, Arunachal Civil Society (ACS) today demanded stringent action against the persons involved in the attack.  ACS claimed that  it was election related violence as the attackers demanded the voter I cards of victim and his entire family members, on refusal they barged inside the house and mercilessly beaten him.  On being intervention of local mediators victim family was agreed to resolve the case amicably however same group repeatedly beaten him again, ACS claimed. Armed with FIR copy lodged with Kimin Police Station, ACS further said that victim is currently undergoing treatment at Arunachal State Hospital Naharlagun.

 

Power Supply disrupted

ITANAGAR, Apr 16: West Kameng and East Kameng districts are reeling under darkness following   disruption in  the 132KV Khuppi feeder line by heavy cyclonic storm in the foothills area of Bhalukpong and nearby border areas of Assam and Arunachal  on April 14 evening.  As reported from the Balipara Sub Station of PGCIL, fault occurred in the 132KV tower Line at a distance of 51km from Balipara.

However, the linemen and staff of NEEPCO are working on war footing to restore power supply but could not succeed, according to an official release.

 

Trace  missing teacher: ATA

ITANAGAR, Apr 16: The Arunachal Teachers’ Association (ATA) has urged the state chief electoral officer and the state Government to trace the whereabouts of junior teacher Matthew Dabi who went missing on April 9 last while on duty as a polling officer in East Siang district.

While seeking cooperation of all for safe return of the polling officer, the ATA also urged the Govt for prompt investigation into the matter. It threatened to start a democratic movement against the authority concerned if the teacher is not traced within five days.

 

AKKDSU writes EC

ITANAGAR, Apr 16: All Kurung Kumey District Students Union (AKKDSU) today written to the Election Commission demanding for deployment of adequate Para-military forces to contain the poll-related violence in the district. Citing the current situation, AKKDSU stated that there is growing apprehension that group clashes may erupt during the re-polling. The union also demanded the Commission to provide air sortie at the remote and inaccessible areas for safe passage of election officials and EVMs.  It opined that strict instruction should be issued to various political parties to maintain the election modal code of conduct.   It also appealed to the general public and political parties to maintain peace and tranquility during the repolling. It is said that repolling will be at 11 polling stations of the district.

 

Tabasora, Nikte, Dasi and Yigikaum to go for re-poll

AALO, Apr 16: The re-polling at 1-Tabasora Middle School, 2-Nikte Secondary School, 3-Dasi Primary School and 4-Yigikaum Dere polling stations will take place on April 19 in accordance with Sub-Section 29(a) of Section 58 of Representation of People Act 1951 with a revised poll timing of from 6am to 2pm. Meanwhile, under section 144 CrPC has been imposed in polling stations areas of Tabasora, Nikte, Dasi and Yigikaum. DIPRO

 

Lok Adalat disposes four criminal and one NI Cases

AALO, Apr 16: The National Lok Adalat organized by the District Legal Service Authority and conducted by Chief Judicial Magistrate cum Civil Judge (Sr. Division) Aalo was held on April 12 last.

Presiding over the Adalat, Tage Halley, Chief Judicial Magistrate-cum-Civil Judge (Sr. Div) took up and heard 17 Criminal and 5 NI Cases out of which four criminal cases and one NI cases were settled on the day.

Members Secretary Oli Perme EAC, Resource persons Adv. Minrik Nochi, Adv. Todak Ado, Hoksum Ori and Adv. Karken Agu were also present on the occasion. DIPRO

Re-polling in 34 polling stations on April 19

ITANAGAR, Apr 16: The Election Commission of India has fixed the date for re-polling/fresh polling/adjourned polling in 34 polling stations under eleven assembly constituencies in five districts of  Arunachal Pradesh on April 19. The voting  of these 34 polling  stations were suspended  on April 9 due to either damage of EVMs,  boycott or stay way from polling by the voters or poll-related violence.

Re-polling would be held from 6 AM till 2 PM, according to press statement released by CEO.

The districts-wise polling stations where re-polling would be held are:  East Kameng - 19-Lapung, 25-Lorrah, 28-Jawa under 8 Bameng, 1-Yakli, 2-Veo, 3-Byale Sulung and 27-Dafri under 9-Chayangtajo, 25-Lumdung under 11-Seppa West. Kurung Kumey: 23-Cholo under 18-Palin, 1-Tali HQ, 3-Gimba, 6-Giba,7-Roing, 8-Dotte, 10 Yorda, 15-Richik, 19-Raha under 20-Tali, 16-Milli, 17-Polosang and  31-Chulla under 21-Koloriang. Upper Subansiri: 28-Jeke and 34-Rikung under 24-Daporijo, 06-Baja, 11-Don and 18-Sodrik under 25-Raga, 06-Bator, 23-Derenalo, 35-New Riba and 36-New Rilo under 26-Dumporijo. West Siang: 01-Tabasora, 02-Nikte, 03-Dasi and 04-Yigikaum under  30-Along West.  East Siang: 15-Sissen under 35-Pangin.

Meanwhile, in a high-level meeting held here yesterday with Principal Secretary (Home), IGP (L&O) & Polling Observer, it has been decided to put CRPF in each of these polling stations which shall also ensure to and fro movement of polling teams and EVMs without any hindrance. It has also been decided to place senior police officers at Palin/Raga/Koloriang/Seppa to assist the District Election machinery.

The DEOs/SPs have been directed to enforce 107 CrPC etc. for preventive arrests of all those who try to intimidate/create mischief, the release added.

EVMs commissioned for re-polling

SEPPA, Apr 16: EVMs for re-polling of eight polling stations in East Kameng district were commissioned at GHSS Auditorium today. Election agents of all the contesting candidates attended and got assessed to the EVMs meant for each polling station.

DEO cum DC Sandeep Kumar Singh while giving a joint briefing to the sector magistrates, Executive magistrates, Presiding and Polling officers, police officers and polling personnel informed that polling will be held on April 19 from 6 am to 2 pm.

SP, Apang Tamut said that police forces deployed for the purpose shall be under the command of sector magistrates and presiding officers and it is their collective responsibility to conduct the polling smoothly and peacefully without fear or favour. He suggested them to move in an organized way as a team with topmost priority on safety of polled or unpolled EVMs.

The polling team for Yakli, Byale Sulung and Veo which requires foot march shall move on  April 17 and rest on April 18 where road connectivity are there. DIPRO

 

 

DC visits remote Sisen village

Villagers assure to participate in election process

PASIGHAT, Apr 16: A team of administrative officers and police lead by the East Siang DC Nidhi Srivastava today visited remote Sisen village where villagers were boycotting to participate in the Parliamentary and Assembly elections.

While interacting with the villagers, Srivastava informed that she has come personally to have first hand information of the ground reality. She said that she was touched by the sentiments of the people. The elections are process of the government formation and voting is constitutional right. Therefore, every one should participate in it with responsibility. She assured that no force will be used for voting, however she appealed all to be participate in re-poll to be held on 19th of this month. She also assured that all support and co-operation to bring their grievances to the government will be taken up.

She informed that she will visit Pongging village before 16th May to asses the feasibility and suitability of road via Pongging to Pasighat. The DC also informed that she has already taken up with the Air-Force for possibility evacuation of serious patients of the village on emergency. While seeking confidence as administration, the DC assured that improvement in education and other sectors will also be looked into. She informed that she will personally supervise the re-polling and appealed all to maintain peace and harmony during the re-poll.

SP Devendar Arya appealed all not to listen to rumor mongers. Police is for the safety and security of the public they are deployed not to harm or harass the public but for their welfare only. Therefore, he also appealed all to participate in the re-poll.

Earlier the villagers, while appreciating the DC and her team for personally inspecting the village informed that due to non-availability of roads, the villagers are facing lot of problems in their day to day life. The agri and horti products that are in abundance fail to reach market in time and huge products are wasted. Many serious patients have lost their lives because timely medical treatment could not be made available. Education sector is also adversely affected. They also informed that the Foot Suspension Bridge over Siang is being maintained on self help basis by the villagers. They appealed the DC for some funds for its maintenance. Hence, they demanded an alternative road to Pasighat via Pongging. Appreciating the concerned shown by the DC and her team the villagers agreed to participate in the re-poll. DIPRO

 

 

Fire guts private residence of Takar Marde

DAPORIJO, Apr 16: The private residence of Takar Marde, INC candidate from Dumporijo assembly constituency, was gutted in a devastating fire in the wee hours yesterday.

Kardu Marde, son of Takar Marde sustained grievous injury in the fire and he was immediately rushed to District Hospital, Daporijo for treatment.

No any household items or properties of value could be saved as the family members were asleep when the fire broke out at around 2 am.

Though the cause of the fire is yet to be ascertained, a complaint against an alleged suspect has been lodged with Dumporijo Police station by the victims.

Police after registering a case launched investigation to ascertain whether it was a handiwork of miscreants, OC Rajen Yekar informed.

Meanwhile, the alleged suspect claims innocence because he was not at Dumporijo at the time of the incident.

The family members and relatives also claimed that the alleged suspect was at Rilo village when the fire broke out. His presence in the village at that night was also witnessed by the Rilo village GB, they claimed.

The family and relatives of the alleged suspect have appealed to the law enforcing authority to investigate the case without any bias.

The Block Congress Committee Dumporijo strongly urged the district administration and the police to investigate the matter thoroughly to ascertain the actual cause of the fire.

Topo Welfare Society (TWS) also suspected that some miscreants might have done it deliberately. The Society urged the authority concerned to conduct a thorough investigation into the matter. If any wrongdoing is found, the perpetrators of the crime must be brought to book and punished as per law, the Society demanded.

 

 

World Junior Badminton Championship

Talar loses to Lin Gui Pu in quarter-final

ITANAGAR, Apr 16: Arunachal ace shuttler (India’s rank-3) Laa Talar lost to his rival Lin Gui Pu of China by 21-9, 21-7 in 28 minutes in the quarter final of the ongoing World Junior Badminton Championship-2014 at Sultan Abdul indoor stadium in Malaysia on Tuesday.

After defeating Cheuk Yiu Lee of Hong Kong by 21-15, 11-21 and 23-21 in 57 minutes, Talar had to face Lin (World rank-6) without any rest that was the reason for his defeat.

Talar defeated David Peng of Germany by 21-19 and 21-12 and Cheezwa Nakanda Zambia by 21-14 and 21-7, in the individual men’s single match on Monday.

Talar is representing India in the global event, being hosted by Malaysia Badminton Association in collaboration with Badminton World Federation.

Talar deserves kudos for being the first badminton player from North East India to play in a global event to some success.

 

 

Malini Mela: centre for national integration

LIKABALI, Apr 16: The historic Malini Mela which is celebrated every year on the occasion of Ram Navami, this year started late. The Mela was postponed from 8th April to 15th April due to general elections. The Likabali road this week appears crowded for a good reason. The 5-day fair is all set to attract huge crowds carrying the message of harmony, tranquility and unity in the much disputed area of the Assam-Arunachal border. The Mela in almost five decades of its existence has had its share of ups and downs. Back in 2012 distressing reports of tussle for organising the Mela flared up, leaving traces of anguish. It was reported, the administration from the Assam counterpart demolished the multipurpose stage of the Mela for not conforming to the orders of the DC from Assam on seeking permission to organise the Mela in the Assam claimed land.

This year, the Mela strives back to serve the old adage of the significance of Malinithan temple, making it a centre for national integration not a subject of boundary dispute. It is said that Malinithan temple, an important religious site of the North East India appeared in the early medieval period. This temple was said to be built by the Asuras for Lord Shiva in one day. However, the temple couldn't be finished in one day and it still remains unfinished. The Malini Mela is also homage to the Mahabharata days when it is said that Lord Krishna while eloping with Rukmini rested here for a night.

Finance Secretary, AAPSU, Suraj Tayem and President, GSU, Damik Gameh were the chief guest and guest of honour respectively. Local officers present were SDPO, CO and State Veterinary officer along with Ex Minister Kardu Taipodia and the GBs.

The chief guest on the inauguration day while urging everyone present to maintain cordial relation also said that Malini Mela is a gateway to harmony calling for brotherhood.

Chimo Taipodia, secretary organizing committee, said the main objective of Malini Mela is to bring about cultural exchange and maintain peace between the two states and also bring the business community under one umbrella.   

Large number of visitors -- a mix of young and old, men and women from various places thronged the fair on the very first day. People were enthralled at the sight of more than hundred stalls ranging from consumer commodities such as cloths, kitchen appliances to food and other games and stationary stalls. These varieties in stalls promise the festival goers all the scope for gratification and reliving the rich heritage.  Ethnic food stalls, cultural programs, fashion show, circus are some of the highlights of the ongoing fair. The organizers have made special efforts to highlight the rich culture by bringing in cross-cultural programs in the form of dance and songs.

 

 

Upper Subansiri DEO holds peace meetings

DAPORIJO, Apr 16: The Upper Subansiri DEO Tahang Taggu conducted a peace meeting with contesting BJP and INC candidates and workers of the political parties of 25 Raga Assembly constituency here at Daporijo yesterday. During the meeting, both the parties agreed for a peaceful conduct of fresh polls and submitted a written resolution that they would not create any law and order problems during the fresh polls at Don, Baja and Sodrik on April 19.

Similar meeting was also conducted by the DEO with the INC and BJP candidates and workers of the 24 Daporijo Assembly Constituency in which both the parties agreed for a peaceful, free and fair conduct of fresh polls at Jeke and Rikung Polling Stations.

Meanwhile, DC, SP Anto Alphonse , PD( DRDA) Sode Potom and DDMO Lobsang along with ADC Dumporijo has made spot inspection of the private OBT residence of Takar Marde at Dumporijo, where a fire accident occurred yesterday.There was no injury or loss of human life during the fire accident and the cause of the fire is yet to be ascertained. However the Administration has asked the Officer in-Charge of the Police Station, Dumporijo to investigate the matter on a priority basis and take necessary legal action.

The District Administration has put in place extra forces for day and night patrolling in the area. DIPRO

 

 

Rongali Bihu: an overview

Bihus have been celebrated in Assam since ancient times. Each Bihu coincides with a distinctive phase in the farming calendar. ‘Rongali Bihu’ popularly known as Bohag Bihu is highly regarded as the biggest festival of Assam that begins in the month of Bohag (Baisakh, the middle of April). It is an integral part of Assamese culture and the time of merriment and feasting.

Rongali Bihu is celebrated as a pre-harvest Spring festival with fun and abundance by Assamese community irrespective of caste, creed, religion, faith and belief. The farmers prepare their fields for cultivation and women make delicious traditional Pithas (sweets). The first day (April-14) is called ‘Goru (cow) Bihu’, where the cows are worshipped. The 2nd day is known as ‘Manuh (human) Bihu’. People wear new cloths and the third day is celebrated as ‘Gosai (Gods) Bihu’, when Gods are worshiped.

In context of Pasighat, unity in diversity is the identification of the centurion town. Rongali Bihu was celebrated here in a befitting manner by the Sri Sri Sankar Guru Kristi Kendra (SSSGKK), Pasighat in the state’s oldest Namghar Ghar, (situated in the heart of the town) with pomp and show. People from all walks of life come together to celebrate the occasion with joy.

The daylong program started with the ceremonial flag hoisting. The prominent writer and Secretary General of Adi Baane Kebang Bodong Yirang in his inaugural speech while greeting the people stated that Bohag means Spring season is back. The surrounding landscape is once again wearing its breathtaking look with the onset of new buds and shoots, seasonal Palash (flame of the forest) and Kopou (foxtail orchid) flowers blooming bright adding shades of beaming orange and purple colors to the tranquil blue sky and the air is filled with happiness as the Kuli (cuckoo) birds chirp their joyous songs and the heart touching piping of PEPA (buffalo horn). Such occasion renews the relationship and spread the essence of brotherhood which is prerequisite for peace, development and communal harmony for both the states of Assam and Arunachal.

Pasighat is the hub of festivals where all communities celebrate Solung, Etor, Mopin, Si-Donyi, Dree, Durga-puja, Chat-puja, Bihu, Diwali, Holi, Eid, Christmas and all the Indian festivals together with traditional fervor and full of life, asserted Yirang. He said Assamese Bihugeets and dances are popular worldwide and the present generation is well equipped to preserve their age-old tradition and culture in true spirit despite living far away from their homes.

Earlier, Tayek Talom, Principal JN College, Pasighat in his deliberation stated “we would remember unparallel contributions of the Assamese community in the formation stage of young Arunachal.”

The festive occasion amalgamated both Assamese and non-Assamese people from all corners of the district. Assamese, Adi, Mishing, Nepali and Boro communities presented colorful dances, who have a close bond with the rich tradition and culture of Assam.

Among others, Oshong Ering (Rtd. IAS), Jonaying Rukbo (Rtd. IIS) and prominent writer and poet Kaling Borang, Girin Tamuli, Bipul Dutta, Arun Saikia and local officers and leaders were present and spoke on the occasion. Renowned singers Talut Mize and Delong Padung enthralled the audiences with their melodious songs.

Feature of Sangken festival

Dear Editor,

Through your esteemed daily I would like to help people know more about the beautiful festival of water. The word ‘Sangken’ is derived from the Sanskrit word sankranti meaning transmigration of the sun from one rashi to the next. This socio-religious festival is celebrated by the Theravada sect of the Buddhist community like the Khamti , Singpho , Tikhak, (Tangsas ), Khamyang ,Phakyal . As per the lunar calendar this day generally falls on the month of ‘’naun-ha’’ of Khamti calendar which generally comes between 13th -16th of April.

Everything starts with prayers by the monks and elders. Later, to begin with, the idols of Lord Buddha are taken out of the vihara (temple) and kept in a temporary shrine, called Kyongfra .Everyone try to beseech the blessing of Lord by sprinkling clean water over the idols and pouring water into the rope of the Dharma and Sangha that forms the three jewels of Buddhism. In the Kyongfra setup, the visitors pour clean and scented water on the Hoelin, a boat shaped wooden structure. This water then rushes to the Lungkong, a water fountain resulting in its rotatory motion and it sprinkles the water over the idols kept in the Kyongfra. Clean and scented water is also poured on the idols directly which are kept in some other special places. Water is also poured in bodhi tree, the sailik (ropes of holy books) and other holy objects. The devotees also pour water on the hands of the bhikkhus (monks) and other elderly persons for blessing.

People enjoy and make fun by throwing water on each other and distributing special homemade sweets.

Sangken is a festival to invoke the blessings of the Lord Buddha for protection of the mankind from the evils for peace, harmony and good health. At the end of the celebration which last for three days, the idols of Lord Buddha are taken back to the Vihara. Restoration of idols in the vihara marks the end of the old year and beginning of the New Year.

Unique way of protest

 

The decision of the villagers of Sissen under 35-Pangin assembly constituency of East Siang district to boycott April 9 simultaneous poll to protest lack of development in the area is one of most unique form of protests ever witnessed in Arunachal. For a state like ours, where unions and associations are known for notoriously using bandh calls as weapon to register protest, the simple villagers of Sissen has shown us the path of true democratic protest. They refused to participate in election process which is a big slap on the democratic process of India.

Various local organizations, including Sissen Welfare Society, Sissen Farmers Club, Sissen Students Union and section of PRI leaders collectively had given poll boycott call in protest against the governments' alleged step-motherly treatment. The step taken by villagers of Sissen has received nationwide attention with national media reporting extensively about it. Election commission, worried over this development entrusted East Siang District Administration to convince villagers to participate in the election process. DC East Siang visited Sissen village today and assured to take every possible to solve their problems. It is believed that villagers reluctantly agreed to participate in re-polling to be held on 19th April. The villagers of Sissen have shown us that without resorting to bandh call and dharna also one can register protest against concern authorities. Hope the people of Arunachal will learn something from this unique mode of protest adopted by villagers of Sissen.
